"laws and ordinances" x "Digital" Hackathons

From February 5 (Wed) to March 6 (Thu), 2025, we will hold the "laws and ordinances × Digital" Hackathon (hereinafter referred to as the "Hackathon"), in which teams compete to develop services that combine the laws and ordinances and digital domains.
1. Overview
In Digital Agency, e-Gov laws and ordinances Kensaku provides laws and ordinances information and e-LAWS to improve the efficiency of laws and ordinances planning in national government officer.
This hackathon will be held with the aim of further developing these efforts and leading to the following results.
- Drafting of bills by national government officer and further streamlining of examination work
- Improved the Base Registry to provide accurate and easy-to-understand information on laws and ordinances
- Promoting the development of industries and technologies and the creation of new services through the use of data-related information on laws and ordinances
At the "Laws and ordinances Hackathon" held in fiscal 2023, many excellent works utilizing the " laws and ordinances APIs (e-Gov laws and ordinances retrieval) " prototype were developed (Reference: laws and ordinances APIs Hackathon Works Introduction ).
In fiscal 2024, the use of laws and ordinances APIs will not be required. It will be possible to directly download and use the " laws and ordinances Database (e-Gov laws and ordinances Retrieval) ". The theme will be expanded to "laws and ordinances" x "Digital" Hackathons.
2. Offering Details
Based on the purpose of this hackathon, we will invite a wide range of works utilizing "laws and ordinances and other data" provided by Digital Agency and technologies such as AI from the following three viewpoints.
Examples of development are described below, but the scope is not limited to these examples. Feel free to develop your own.
- Streamlining of legal affairs
Development of tools to increase the efficiency of "legislative affairs," such as national government officer's work of drafting and examining bills- Development Example

- Tools, etc. to have the generating AI propose draft articles

Development to provide laws and ordinances information to the public in an easy-to-understand manner by considering how laws and ordinances information should be provided through e-Gov laws and ordinances searches- Development Example
- Ability to add a popup function for the referenced text to the e-Gov laws and ordinances search screen ( 2023 Business and Legal Awards )
- Functions for linking laws and ordinances information and judicial precedent information in e-Gov laws and ordinances searches

Development that enhances convenience for the people by creating new private-sector services that utilize laws and ordinances and other information provided by the government- Development Example
- Application for building confirmation automatic examination system combining laws and ordinances and generated AI ( 2023 Technology Utilization Award ), etc.

3. Event Schedule
This hackathon will be held during the period from February 5 (Wed) to March 6 (Thu), 2025. During the period, each participant will develop their work under their own environment.
Events during the hackathon
Events such as briefing sessions and presentations will be held according to the following schedule. Details and changes to the schedule will be communicated to the email address of the person who has decided to participate.
- Day 1
- Content: Introduction of ideas that may be useful for the development of works, workshops to familiarize yourself with laws and ordinances and other data and APIs, introduction of initiatives utilizing generated AI in Digital Agency, etc.
- Date: February 5 (Wed) from 13:00 to 17:00
- Holding method: Hybrid format of in-person venue and online venue
- Meeting place: Near Shinagawa Station
- Day 2
- Content: Provide time for team-specific consultations on development policy and progress
- Date: Around 30 minutes for each team from 10:00 to 17:00 on February 10 (Mon)
- Method: Online
- Day 3
- Contents: Presentation on the works developed by each team, award ceremony, etc.
- Date: March 6 (Thu) from 13:00 to 18:00
- Holding method: Hybrid format of in-person venue and online venue
- Meeting place: Near Shinagawa Station

From 15:00 on December 18, 2024 (Wednesday) to 23:59 on January 20, 2025 (Monday)
How to apply
If you would like to participate, please apply through the "laws and ordinances" x "Digital" Hackathon Participation Application Form . If it is difficult for all people to participate due to the number of applications, please note that we may decide on the participants after examining the ideas submitted through the participation application form in Digital Agency. Notification of participation or non-participation will be sent to the e-mail address registered on the form by Friday, January 24, 2025.
Important Points
- When applying, it is necessary to confirm the participation agreement matters (PDF / 175 kb) and agree on the participation application form.
- Team representatives must be able to communicate in Japanese.
- If Digital Agency determines that participation in this project is not appropriate, such as by proposing activities or services that are not socially acceptable in this project, we will refuse further participation.
- If there is a deficiency in the content of the application, or if you include false information in the application or otherwise make a false declaration to Digital Agency, you will not be subject to the examination.
- We will not respond to inquiries about the application for participation or the progress and results of the examination of the works.
- Neither Digital Agency nor the judges guarantee the quality of the winning ideas.
- The services completed through this project are not authorized, published, or distributed by Digital Agency as an official service.
- When this project is held, including presentations by participants and award ceremonies, photographs will be taken, and the images and videos may be released by Digital Agency.
- The outline of the idea and the content of the presentation may be disclosed by Digital Agency on its website, public relations materials, etc.
- Participation in this project is free of charge, but participants will be responsible for the transportation expenses necessary to move to the venue and the communication expenses necessary for online participation.
- There is no financial support from Digital Agency for participation in this project or winning the award.
- To participate, you need to agree to the participation agreement on the hackathon reception form.
- The prototype of the laws and ordinances APIs used in the hackathon was developed for this test to advance the laws and ordinances APIs. Please refrain from reposting the URL or incorporating it into the system after the hackathon. As for the database, we use an extract from the past snapshot of the existing laws and ordinances database for the test purpose, so please note that we do not guarantee the completeness, etc.

6. Use of laws and ordinances API Prototype
The laws and ordinances APIs prototype is a prototype of APIs that extend the functions of the "laws and ordinances APIs" currently provided by Digital Agency on the e-Gov laws and ordinances Search.
Fiscal 2023 (End) laws and ordinances APIs Prototype Open Test (Second) The prototype opened in , in addition to the current laws and ordinances APIs, was able to test functions such as obtaining laws and ordinances, etc., on e-Gov laws and ordinances searches, searching for articles at a specific point in time, and obtaining articles at that point in time (APIs including this function are hereinafter referred to as "laws and ordinances APIs Version2").
In fiscal 2024, in addition to the above-mentioned functions, we are developing a prototype API with a function to obtain some notification data (hereinafter, APIs including this function are referred to as "notification APIs and intermediate APIs").
The usage environments for "laws and ordinances APIs Version2" and the notice APIs and intermediate APIs prototypes will be opened for a certain period of time in January 2025. You can use these APIs and develop works at this hackathon. The specifications of each API can be checked from the following URL.
