1. Overview
"laws and regulations" × "Digital" hackathons were held to improve the efficiency of legislative affairs, provide easy-to-understand laws and regulations information to citizens, and create new businesses utilizing laws and regulations information.
On the first day of the hackathon on December 9 (Tue), Digital Agency introduced "laws and regulations" and "digital" initiatives, and a workshop was held where Digital Agency officials (including administrative officials, lawyers, and engineers) and participants came up with ideas and brushed up the development content together.
A total of 112 people participated in the hackathon, which was a short-term intensive development for about one and a half months, and 20 teams submitted works. The top 10 teams were selected as finalists and announced on March 10 (Tue).

2. Event Details
[Day 1]

First, Prime Minister Digital Agency explained the "laws and regulations × Digital" initiatives.
There is an affinity between "laws and regulations" and "Program" in terms of the strict description of rules and procedures. In other countries, efforts called "Rules as Code" (RaC) (describing laws and regulations in a machine-executable format (program) to facilitate simulations of policy effects and system implementation of legal systems) are being studied. Based on this background, Digital Agency explained its efforts to improve the efficiency of legal affairs using digital technology and to provide easy-to-understand data on laws and regulations, etc.
In addition, Polimill Co., Ltd., which has been entrusted by Digital Agency with the technical verification project on the use of generative AI in legal affairs in fiscal 2025, shared the legal affairs support tools that are currently being verified. In addition, an explanation was given on the new function of Digital Agency APIs and MCPs, which laws and regulations will provide on a trial basis to participants of this hackathon.
After that, a workshop was held to come up with ideas and brush up on the work to be developed.
Officials from Digital Agency, such as administrators, lawyers, and system engineers, each with a different background, went around the tables of each team and discussed the participants' development ideas.
The Digital Agency staff and the participants had a lively discussion on the needs of the legal system in the field and issues for realizing the ideas of the participants, and many ideas were generated.

Digital Agency officials and others conducted online interviews with teams of their choice, providing feedback on the ideas participants were developing from their legal and legal experience, as well as advice on technical aspects.

Each team developed a work after about a month and a half of development, a preliminary screening was conducted by the judges, and the top 10 teams presented their works.
Parliamentary Vice-Minister for Digital Transformation Kawasaki also attended the presentation, and along with encouraging the finalists prior to the start, he stated that he was pleased that the participants faced laws and regulations and shared their ideas for the formation of a digital society.

Each team made a presentation on the work they had developed, and after the presentation, the judges, Mr. Kuno, Mr. Kojima, Mr. Yagita, and Mr. Yoneda, made comments and had a question and answer session with the presenters.
Mr. Minister for Digital Transformation Matumoto also attended the award ceremony. In his opening remarks, Mr. Minister for Digital Transformation Matumoto expressed his gratitude for the participation of participants with diverse backgrounds, and stated that he would like to utilize the excellent ideas presented at this hackathon for laws and regulations's efforts to improve the convenience of Digital Agency Databank, and asked for continued support for Digital Agency.

- For examination organizations, related organizations, consultants / vendors, and businesses that develop examination systems, the laws and regulations (Rules as Code) developed by the legal DX is converted into specifications (JSON) that can be implemented in application examination. This work provides a platform that enables collaborative creation among related parties by automatically generating an examination requirement model (conformity examination function structure, conformity determination flow).

- Currently, in the application review DX, requirements definition and specification formulation necessary for the development of the review program are dependent on individuals, and there is an issue that cross-field reuse and private implementation are difficult to advance.

- For legal professionals (judicial scriveners, lawyers, government officials, corporate lawyers, etc.), this work provides a high-precision natural-language laws and regulations AI and search explanation.
- It targets about 500,000 articles in about 9,000 existing Japanese laws and regulations, and instantly identifies relevant articles just by entering the case in natural language.
- Value created for society
- There is a problem that about 80% of the practical time is spent on the survey because there is no efficient means to extract and process appropriate provisions from the huge amount of laws and regulations information.
- In addition, with existing services and LLM, text search accuracy is low and hallucination is a problem.
- With this work, we have moved from "searching" to "being guided." We have created an environment in which practitioners can concentrate on judgment and creation by accurately extracting and presenting optimal primary information across multiple laws and regulations.

- High-precision was achieved through multi-stage processing in which the Top20 were extracted through vector search on an article-by-article basis, and the results were re-selected and verified from a practical point of view using "Claude Sonnet 4.5."
