Government AI GENAI Held a national online briefing on the plan for OSS Ver. 2.0

1. Overview
On Tuesday, August 25, 2026, Digital Agency held a "National Online Briefing on the Government AI GENAI Ver. 2.0 Plan."
This briefing session was held for industry and administrative officials as a preview of Government AI GENAI Ver. 2.0, which is scheduled to be released around February 2027. It was held for three purposes: (1) Explanation of the current status of Government AI GENAI and future development plans, (2) Sharing of the contents scheduled to be released in Government AI GENAI Ver. 2.0, and (3) Dialogue on the possibility of cooperation and collaboration for the formation of a AI ecosystem utilizing Government AI GENAI.
Below is an overview of the day of the briefing.
2. Details of the Briefing Session
The briefing session consisted of three parts: Part 1 "Current Status and Future Development Plan of Government AI GENAI," Part 2 "Materials that are scheduled to be released with Government AI GENAI AI Ver. 2.0," and Part 3 "Possibility of Cooperation and Collaboration for the Formation of a OSS Ecosystem Utilizing Government AI GENAI."
PART I GOVERNMENT AI GENAI: CURRENT STATUS AND FUTURE DEVELOPMENT PLANS
In this section, we explained the position of the Government AI GENAI, past initiatives, the status of large-scale demonstrations, and future expansion plans.
Government AI GENAI is an generative AI user environment that aims to incorporate AI into the daily work of government employees to improve business quality and efficiency. Since May 2026, we have been conducting a large-scale demonstration for about 180,000 government employees in all ministries and agencies. In addition to general-purpose AI applications, we are providing AI applications specialized for administrative affairs, testing domestic large-scale language models (LLM), and preparing government-common datasets.
In addition, around October of this year, we plan to introduce AI AI GENAI, where government employees can build and use government agents according to their own duties.
PART II. GOVERNMENT AI GENAI Materials planned to be disclosed in OSS Ver. 2.0
In this section, the engineer in charge explained in omnibus format the content and development status of the materials scheduled to be released at the Government Open Source Software GENAI AI Ver 2.0, which is scheduled for around February 2027, while also including demonstrations using screens under development.
The main materials to be disclosed are as follows.
Agent Chat (AI Agent Usage 1)
The AI agent searches the web, generates materials, executes code, creates and executes skills, etc., by giving instructions in natural languages from the chat screen.
GENAI Kobo (AI agent usage environment (2))
Coding AI environments on a dedicated personal server, including deep research with direct access to multiple websites, working prototypes, and skills customization.
Base model execution environment construction template
Materials for building an environment in which the basic model is deployed on "SAKURA Cloud," the only domestic cloud in the government cloud, and is securely connected from the government AI GENAI. Materials that can create a mechanism for writing out and analyzing / visualizing usage data
Materials that enable aggregation and analysis of usage conditions in conjunction with filtering mechanisms.
GENAI Marketplace (planning and concept stage)
Materials for constructing a mechanism to share and utilize skills, etc. for AI agents created by government officials across organizations.
RAG for government practice
Materials for building RAG apps specialized for administrative work. More than 20 apps are already running for the work of government ministries and agencies. This application material has already been released as open source software in Ver 1.0, and there are no plans to significantly update it in Ver 2.0. In addition, this time, as details of efforts to improve accessibility in GENAI development, I explained that we are working on full-scale application of the Digital Agency Design System and continuous checks by accessibility specialists, including those who are visually impaired. Please note that the content of the release schedule of government-OSS GENAI AI Ver. 2.0 explained on the day is all under development, and is subject to change due to future consideration and adjustment.
Part III Government AI Forming a AI Ecosystem Using GENAI
In this section, we explained the concept of creating various services and solutions utilizing the Government AI GENAI through collaboration with companies and local governments. (Reference: GENAI, Assumptions for Commercial Use of Open Source (OSS) (Digital Agency Tech Blog) )
In order to promote the spread of AI agents in the central and local governments, we expect companies to play four roles: (1) support for administrative reform and implementation of AI agents by ministries and agencies, (2) development of data and knowledge base that can be used by the AI, (3) support for evaluation of the quality and safety of AI agents, and (4) construction of AI bases in each ministry and agency and their connection to the government AI GENAI. We also asked for comments and requests's ideas on these points.
3. The event
In the Q & A and exchange of opinions, we received many questions and opinions from participants, including businesses and local governments, and a lively exchange of opinions took place, exceeding the initial plan of about 45 minutes.
The questions and opinions we received covered a wide range of fields, including network design on the Government Cloud and connections from local governments, operation of the open source software repository (acceptance of pull requests, capacity planning for deployment, etc.), function and scalability of agent AI usage environments (linking with existing environments such as Microsoft 365, file operations, skill design), cost management and token management of the infrastructure model and LLM, accuracy and specifications of RAG for administrative work, the scope of use of the Government AI GENAI in the private sector and universities, and policies for organizing datasets.
Digital Agency stated that the service can be used freely by private companies, universities, research institution, and various organizations according to their needs.
4. Future Plans
Digital Agency is planning to release GENAI AI Ver. 2.0 around February 2027.
