Release of Government AI "GENAI" as Open Source Software (OSS)

The Digital Agency is implementing Government AI "GENAI," a generative AI environment, to lead by example in AI adoption within the government. In fiscal year 2026, a large-scale pilot will be conducted, involving approximately 180,000 government employees across all ministries and agencies.
To further enhance and share GENAI’s operational achievements and outcomes, we released part of GENAI as free open source software (OSS) under licenses allowing commercial use. GENAI provides a secure environment for government employees to use AI safely.
Background
As AI technology transitions to the stage of practical application and widespread use, accelerating AI deployment across the nation and local regions is required for Japan to demonstrate its strengths and establish a solid position in global competition.
In this context, we have released source code and related materials as OSS that enable local governments to develop a generative AI environment similar to GENAI and use AI in a safe and secure manner to improve efficiency and service quality in administrative operations and services.
Releasing a portion of GENAI as OSS helps prevent the redundant development of similar AI infrastructures in local and national governments, contributing to a reduction in development costs across society. Furthermore, as OSS can be modified and reused, each organization can independently operate and develop its AI infrastructure according to its own requirements while minimizing dependence on specific vendors or services. Additionally, referencing and specifying GENAI's OSS when developing procurement specifications for AI infrastructure facilitates AI implementation.
This OSS release contributes not only to the promotion of AI utilization by administrative agencies but also to the creation of new business opportunities for private sector. By using GENAI's OSS as a base, private sectors can develop and provide services that incorporate their unique ideas and technical capabilities, thereby stimulating the AI service market for local governments. By creating an environment that enables a wide range of companies including SMEs and startups to participate with ease, this initiative will expand Japan’s AI industry and drive more diverse, sophisticated services powered by private-sector innovation. Through this positive cycle of public-private partnership, the Digital Agency supports the development of Japan's AI ecosystem as a whole.

Other Information
- We will respond to technical inquiries from private sectors considering using the released GENAI OSS to develop and deploy services for local governments.
- We welcome information regarding the development track record of services using the OSS and examples of implementation in local governments.
- To address vulnerabilities and perform necessary maintenance, we will continue to update and modify the published OSS for the time being. However, permanent maintenance is not guaranteed, and the publication of the OSS may be terminated in the future. Please note this in advance.
