Confirmation of Future Issues
The Secretariat explained the background and purpose of the Study Group and how to proceed with the survey, followed by discussion. The main opinions of each member of the Study Group were as follows:
- Each committee member is expected to come up with many ideas for the roadmap and specific issues. If time is spent on discussing the methodology of how to collect opinions at the subsequent expert review meeting, it may take a long time. I think it would be more meaningful to set up a forum to input the contents of the meeting in advance.
- I think there is a problem when there is a gap in the definition of agile development. First of all, it is important for everyone on the team to have a common understanding of "what is agile development". For example, it is generally said that if you introduce Scrum, you are agile, and some methods such as XP (Extreme Programming) are also considered agile. However, I think it is important to consider whether it is true to call agile when you are just following the Scrum framework formally, which is close to waterfall development, that is, "you have already decided what to do, and you are just doing it in iterations and sprints". If we do not agree on this starting point, I think the discussion may go in a completely different direction.
- I think the point of the next discussion will be how to promote agile development in government offices. It is desirable to discuss after clarifying the policy whether to proceed with development in accordance with the constraints of government offices or to proceed with development by eliminating the constraints. I would like to agree on this point at first.
