1. Know the characteristics of your organization

1.1 Examining the Financial Status of Own Organization

1.1.1 Selecting a prefecture

• 1. Select the prefecture you want to view.
• 2. The data of financial indicators of the selected provinces will be displayed.

• 1. If you mouse over the information mark in the current reserves, financial capability index, current-account ratio, real debt service ratio, and future burden ratio, the analysis comments of the person in charge of each local government will be displayed.

1.2 Composition of Revenue and Expenditure of Local Governments

1.2.1 Selecting a prefecture

• 1. Select the prefecture you want to view.
• 2. Data on the composition ratio of revenue and expenditure of the selected prefectures will be displayed.

1.2.2 Switching between the purpose and nature of revenue

• 1. Click Purpose to display items by revenue purpose.
• 2. Click By Nature to display the items by nature of revenue.

1.3 Comparing Own Organizations and Groups

1.3.1 Selecting a prefecture

• 1. Select your state or province.
• 2. As the selected prefecture is the organization of A and the group is the organization of B, the numerical value of each item and its breakdown will be displayed.

1.3.2 Compare the financial items

• 1. The items in the table change when you switch between revenue, expenditure (by purpose), and expenditure (by nature).
• 2. You can also see the breakdown of each item by pressing the plus button on each item.
• 3. When you select each item or its breakdown, you can see the change over time in the chart on the right.

1.3.3 Switching comparison values

• 1. You can switch the values displayed in the table and chart by "Amount per person", "Year-on-year change in amount per person", "Actual amount (average value)", "Year-on-year change in actual amount (average value)", and "Composition ratio".

1.4 Comparing Own Organizations and Voluntary Organizations

1.4.1 Setting the comparison target

• 1. Select Compare to Voluntary Organization.
• 2. From "Setting groups to compare", set the conditions of the prefecture you want to compare among the prefecture, group, aging rate, and financial strength index.
• 3. After setting the conditions for the prefecture you want to compare, you can also select the prefecture you want to compare one on-one from the "List of Selected Voluntary Organizations".
• 4. From Reset Settings, you can also undo the conditions you have set.

1.4.2 Compare the financial items

• 1. The items in the table change when you switch between revenue, expenditure (by purpose), and expenditure (by nature).
• 2. You can also see the breakdown of each item by pressing the plus button on each item.
• 3. When you select each item or its breakdown, you can see the change over time in the chart on the right.

1.4.3 Switching comparison values

• 1. You can switch the values displayed in the table and chart by "Amount per person", "Year-on-year change in amount per person", "Actual amount (average value)", "Year-on-year change in actual amount (average value)", and "Composition ratio".

2. Find a reference group for your organization

2.1 Revenue and Expenditure by Prefecture

Set up the 2.1.1 items

• 1. Select either revenue, expenditure (by purpose) or expenditure (by nature), and select the item for which you want to see the data from "Select item".
  You can also open the breakdown of each item and select that breakdown item.

2.1.2 Highlight a prefecture

• 1. Select the prefecture you want to emphasize from "Highlight a prefecture".

2.1.3 Choosing which values to display

• 1. The displayed values can be switched by "per person" and "composition ratio".
• 2. You can specify the period for the rate of change.

2.2 Financial Indicators by Prefecture

Set up a 2.2.1 index

• 1. Select the item for which you want to view data from "Select item".

2.2.2 Highlight a prefecture

• 1. Select the prefecture you want to emphasize from "Highlight a prefecture".

2.2.3 Specify the duration of the increment

• 1. The range of increase and decrease can be specified by period.
