9. Approximate budget: Within 150 million yen (tax included)

2. Matters related to qualifications required for those who participate in the public offering

1. Not falling under the provisions of Article 70 of the Ordinance on Budget Settlement and Accounting, except for minors, persons under curatorship or persons assisted who have obtained the necessary consent for the conclusion of the contract.
2. A person who does not fall under the provisions of Article 71 of the Cabinet Order on Budget, Settlement of Accounts and Accounting;
3. A person who has been ranked A, B or C in "Provision of Services, etc." in the unified participation qualification for all ministries and agencies in 2025, 8 and 9.
   If you do not have the unified qualifications for all ministries and agencies, you should apply for the qualifications from the following Electronic Procurement System (GEPS) . If you have any questions, contact the Contract Team in charge of Digital Agency Accounting. (* To be obtained by the conclusion of the contract.)
4. The Foreign National is not a person who is under a period of suspension of designation by Digital Agency or another government agency.
5. In addition to the above, the applicant shall satisfy the conditions for participation in public offering based on the procurement summary.

5. Other

1. The language and currency to be used in the public offering and contracting procedures
   • Japanese language and Japanese currency only.
2. Contract deposit
   • Exemption (on condition that unified qualifications for all ministries and agencies have been obtained)
3. Invalid
   • The planning proposal submitted by a person who is not eligible to participate in the public offering public notice provided in this public notice shall be invalid.
4. Necessity of drawing up a contract
   • The contract (draft) is attached.
5. Method of Selecting a Contracting Business Operator
   • The planning proposals and prices (quotations) submitted to Digital Agency shall be presented within the limit amount specified in the summary of procurement, and technical dialogue shall be held regarding such planning proposals and prices (quotations). In this case, the planning proposals shall be prioritized, the party with the right of first refusal shall be determined, and a discretionary contract shall be executed as a prospective contractor at the time when an agreement has been reached regarding the contents and prices (quotations) of the planning proposals in the final technical dialogue.
