In order to realize a digital society in which "no one is left behind," we will work on administrative service design based on user-centered (human-centered) principles so that the needs of various users can be achieved effectively and efficiently, in light of the fact that digital devices and services are used in various situations of use, so that everyone can enjoy the benefits of digitalisation anytime and anywhere.
Overview
In order to promote "digitalisation where no one is left behind," it is important that digital devices and services are not only easy to operate, but also improve the convenience of users, solve problems, and achieve objectives through these devices and services. To this end, it is necessary to develop environments so that all people, including those who are not familiar with digital devices and services and those who do not directly use services, can enjoy the benefits of digitalisation, while taking into account various users' purposes and tasks, users' resources and environments, etc., and concretely imagining changes in social environments, daily lives, life stages, etc.
From this perspective, the government and the private sector will work together to establish a user-centered (human-centered) service design system. At the same time, the government will promote the narrowing of the digital divide and the improvement of accessibility for digital devices and services (i.e., the narrowing of the gap in the opportunities and abilities required for the use of advanced information and telecommunications networks and the use of information using information and telecommunications technologies, based on factors such as geographical constraints, age, mental and physical conditions such as the presence of disabilities, and economic conditions).

Improving the UI of government information systems
As part of efforts to improve the usability of government web services and applications, ease of finding information, and accessibility, in addition to investigating and inspecting user interfaces (UIs) and resolving issues, guidelines and checklists that can be referred to by each ministry and agency are being developed.

Support for design and web accessibility by specialists
In order to establish a user-centered (human-centered) service design system, Digital Agency employs experts in design and web accessibility. Experts participate from the design stage of services and products provided by Digital Agency, and support reviews from the perspective of design and web accessibility. In addition, rules such as "Design Principles" and "Design Guidelines", tools, and design processes are being developed to promote and enlighten better design.

Construction and disclosure of design system
In order to spread and raise awareness of better design, we are developing design rules, asset creation, and design processes. We are developing a "design system" mechanism to provide websites and applications with consistent design and operability while releasing design data.
