What is an Electromagnetic Record in Lieu of a Card (Attribute Certification Function)?
Information specified by the "Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures", which consists of information recorded in the My Number Card, such as name, address, date of birth, etc., and information to prove to the other party that the information is authentic and belongs to the sender.
By storing it in your smartphone and sending that information to the other party, you can prove your identity with just your smartphone.

Procedure flow (overview)
Card Application for
- For inquiries about the procedure, send an e-mail to and obtain an information disclosure application form.
- After filling out the necessary information on the obtained information disclosure application form, apply and obtain the specifications, etc. necessary for development
- Development based on specifications; application for access to verification environment after development is completed
- Conduct system testing in the verification environment and apply for service commencement upon completion
- Service begins upon receipt of a letter of acceptance from Digital Agency
Verification Program Minister's Approval
- For inquiries about the procedure, send an e-mail to and obtain an information disclosure application form.
- After filling out the necessary information on the obtained information disclosure application form, apply and obtain the specifications, etc. necessary for development
- Development based on specifications; application for access to verification environment after development is completed
- After conducting tests in verification environments, applied to Digital Agency for certification tests to obtain ministerial certification.
