BPR Advisor Dispatching Program

Digital Agency is promoting the Municipal DX services counter "One-stop, no writing service" project in close cooperation with local governments, aiming to realize a comfortable counter experience with less burden on both residents and employees.
In "Municipal DX services counter," it is important to work on "business process reengineering (BPR)" and "system utilization" as a set. In particular, business process reengineering (BPR) can be said to be essential as a preliminary preparation for system utilization.
In this project, local government officials who are familiar with Municipal DX services counter serve as advisors. By supporting other local governments that want to promote Municipal DX services counter in the future, the advisors will provide know-how for "creating opportunities" for "self-driving" BPR at local government counters.

Overview
Method of support
As a general rule, local government employees commissioned by Digital Agency will provide support online and via on-site dispatch three times per local government (if neighboring local governments gather, they may jointly provide support).
Cost burden
The requesting local government is not required to bear the travel expenses, remuneration, and other costs of the advisor.
Local governments targeted for application
Local governments (limited to cities, wards, towns and villages) that have a strong desire to implement window BPR in promoting Municipal DX services counter and can expect the maximum effect by dispatching to BPR Advisor.
Example:
- Counter DX Local government that is positively considering the introduction of SaaS, but wants to conduct counter BPR before that
- Local governments that have been working on counter DX but are finding BPR a challenge because the results are not as good as expected
- Local governments that know the issues but do not know how to solve them

Selection criteria
As a general rule, applications will be accepted on a first come-first-served basis, and will be examined and adopted, but in the event that the request overlaps with that of another municipality, Digital Agency will decide on the advisability and priorities of support based on the following contents.
- Information provided at the time of application
The following local governments will be given priority for adoption.
- Counter DX Local governments planning or considering the introduction of SaaS
- Local governments planning to apply for development projects
Selection requirements
- It has participated in the "#Digital _ pj _ Local Government Window Service Reform _ Online Administrative Procedures" channel of Digital Reform Digital Transformation Co-Creation Platform operated by Digital Agency (Reference: Digital Reform Digital Transformation Co-Creation Platform )
- Respond to the preliminary hearing from Digital Agency regarding the dispatch application.
- When conducting counter BPR, be sure to conduct a "Counter Usage Experience Survey" during business hours.
- Establishment of a cross-sectional promotion system (so-called project team) for window BPR by the time of the first round of support
- During the dispatch period (until the end of the third round of support), the results of the "Counter Usage Experience Survey" and issues learned should be shared within the Agency.

Points to remember when applying
This project is not a consulting project, but an advisory service provided mainly by local government officials. For this reason, it is a prerequisite that the local government that is trying to tackle the Municipal DX services counter has established a system to independently tackle the issues.
BPR Advisor offering
As a BPR Advisor, we are looking for an advisor to support the self-driving of counter BPR of local governments nationwide.

Eligibility and Requirements
(Excerpt from the Outline of the Outline of Implementation of BPR Advisor Dispatching Projects and Training Projects)
Article 17 (1) With regard to the appointment of the BPR Advisor, the Digital Agency shall solicit and commission a person who has a high level of expertise and experience in the counter DX of the local government in accordance with the provisions of the following paragraph and who is judged by the Digital Agency not to be suspected of a conflict of interest, from among the applicants.
(2) In any of the cases listed in the following items, Digital Agency shall perform the commission set forth in the preceding paragraph to the person set forth in said item who is considered appropriate by Digital Agency:
(I) In the case of an employee of a basic local government that has already implemented counter BPR: A person who is recognized by the head of the organization to which the person belongs as having played an active part in the counter BPR efforts of the local government, or a person who is recommended by a BPR Advisor for which a commission has already been conducted
(ii) In the case of an employee of a basic local government who has completed training (excluding those who fall under the preceding item): An employee of a basic local government who does not fall under the preceding item, who has been decided as a trainee pursuant to the provisions of Article 14, and who has completed the training prescribed in the preceding Article
(iii) Contact point of municipalities: In the case of a person who has extensive knowledge and experience in BPR (excluding a person who falls under item (I) and the preceding item): A person who is recognized by the head of the organization to which said applicant belongs as having played an active part in BPR efforts at the contact point of municipalities, and who has been recommended by a BPR Advisor that has already been commissioned based on the standards of item (I).

Eligibility and Requirements
(Excerpt from the Outline of the Outline of Implementation of BPR Advisor Dispatching Projects and Training Projects)
Article 14 (1) When an application for the Development Program under the provisions of the preceding Article has been made, Digital Agency shall examine the content thereof, and if it judges that the applicant falls under all of the following items (hereinafter referred to as "Trainee (s)"), it shall decide the applicant as a Trainee of the Development Program and notify the applicant thereof.
(I) Employees of basic local governments participating in the "Digital Reform Digital Agency" operated by Digital Transformation Co-Creation Platform
(ii) Employees of basic local governments who sympathize with the purpose of the Project as prescribed in Article 3 and are recognized as having the ability to implement contact BPR
Article 3 (1) The purpose of the dispatch project is to promote window BPR in basic municipalities by dispatching a BPR Advisor (hereinafter referred to as "BPR Advisor") commissioned under Article 17 as a specialist with knowledge, know-how, etc. of window BPR to basic municipalities considering the implementation of window BPR and providing support such as advice, proposals, and information provision on window BPR in basic municipalities, and to contribute to the creation of local government windows in line with the concept of local government window digitalisation (hereinafter referred to as "Municipal DX services counter") (meaning a window where residents can complete the procedure without writing an application, waiting, or going to the window, and the clerical burden on the employees of basic municipalities is reduced and the standardization of services is achieved), and the purpose of the training project is to expand the circle of co-creation among local governments by training employees who play a central role in efforts related to window BPR in basic municipalities and supporting the window BPR of other basic municipalities, thereby promoting Municipal DX services counter nationwide.
