Signing of the Memorandum of Cooperation between Japan and Singapore in the area of Digital Government

1. Meeting Overview
On August 3, 2026, Minister for Digital Transformation Matsumoto held a meeting with Mrs. Josephine Teo, Minister for Digital Development and Information, in Singapore. During the meeting, they exchanged views on both countries' initiatives in the digital field, such as data utilization and government AI, and explored possibilities for future cooperation. They also signed a Memorandum of Cooperation (MoC) in the area of Digital Government between the Digital Agency of Japan and the Government Technology Agency of the Republic of Singapore (GovTech Singapore). This MoC pertains to the "digitalization and technology" area, one of the “five priority cooperation areas” confirmed at the Japan-Singapore Summit Meeting in March of this year. This is an initiative mentioned in the “Joint Statement on the Establishment of a Strategic Partnership between Japan and Singapore” issued by the leaders of both countries.
2. Details of MoC
（1）Main Objective and Scope of Cooperation
Objective
To further enhance cooperation between Japan and Singapore in the digital field.
Scope of Cooperation
- Digital Government Strategy:
- Exchanging perspectives and experiences on digital government approaches, including on public sector digital procurement, digital accessibility and the management of digital public services.
- Capability Development:
- Exchanging of use cases and insights in areas of mutual interest, which may include digital identity, cybersecurity, data strategy including Data Free Flow with Trust (DFFT), and the adoption and governance of government artificial intelligence (AI) including agentic AI, where relevant and practicable.
（2）Duration of Cooperation
- This MoC will commence on the date of its entry into force and will continue for a period of three (3) years.
- This MoC may be renewed for a further period of three (3) years upon mutual written consent.
