The Third Japan-UK Thematic Knowledge Sharing Sessions on Digital Government

On June 23 and 24, 2025, the Third Japan-UK Thematic Knowledge Sharing Sessions on Digital Government were held at the Digital Agency in collaboration with the Government Digital Service (GDS) of the United Kingdom, the Cabinet Office, the UK National Cyber Security Centre (NCSC) and the British Embassy in Tokyo. The sessions focused on presenting the initiatives of both countries, exchanging views, and sharing technical expertise in the digital government field.
The sessions were held based on the Memorandum of Cooperation (MoC) signed between the Digital Agency and GDS in October 2022.

The following is a summary of topics and exchange of views in the Third Thematic Knowledge Sharing Sessions.
Digital Marketplace
Digital Agency explained recent updates on the implementation of Digital Marketplace in Japan, while the UK Government Commercial experts from the Cabinet Office outlined initiatives to improve online procurement platforms and efforts to make it easier for Small to Medium sized businesses (SMEs) to do business with Government.Artificial Intelligence (AI)
Digital Agency introduced the utilization of AI in government and the Guidelines for the Japanese Governments’ Procurement and Utilization of Generative AI, while i.AI – The Incubator for Artificial Intelligence for the UK Government, part of the Government Digital Service, demonstrated its suite of AI tools designed specifically to help public servants across ministries in their work.Data Free Flow with Trust (DFFT)
Both countries exchanged their knowledge on public data projects. Digital Agency shared initiatives such as Data Free Flow with Trust (DFFT) and the Institutional Arrangement for Partnership (IAP) established under the Organization for Economic Co-operation and Development (OECD). GDS is introducing the National Data Library, a flagship government initiative to lead economic growth and build better public services through responsibly unlocking high value public sector data.Digital Identity/Digital Wallet/ common login service
Digital Agency shared updates on the current status of the My Number System and utilization of My Number Card. It also shared latest measures in Japan and the pilot project regarding Digital Identity. GDS presented their plans for evolving the GOV.UK One Login and introducing a GOV.UK Wallet.Cybersecurity and Government Cloud
Digital Agency introduced building a Cybersecurity Response System in Digital Agency. It also introduced measures to achieve security in the Government Cloud. The UK delegation explained how governance and accountability for Government Cyber Security operates in the UK and shared progress, successes and challenges with implementing the Government Cyber Security Strategy.
These achievements demonstrate tangible progress in the MoC, which facilitates mutual cooperation to improve the initiatives of digital transformation for both countries.
Both countries intend to organize sessions again in 2026 to continue sharing their best practices and promote cooperation based on the MoC.
