Results of the G7 Industry, Digital and Technology Ministerial Meeting

On December 8 and 9 2025, the G7 Industry, Digital and Technology Ministerial Meeting was held in Montréal, Canada, with Mr. Imaeda, State Minister for Digital Transformation, attending on behalf of the Digital Agency. The meeting was attended by G7 countries, Republic of Korea as an invited country, and Organisation for Economic Cooperation Development (OECD) as a knowledge partner. After discussions on various issues in the field of industry, digital and technology, the Ministerial Declaration was adopted as one of the outcome documents.

Overview of the Ministerial Meeting
On December 8 and 9, the G7 Industry, Digital, and Technology Ministerial Meeting was held in Montréal, Canada, with Mr. Imaeda, State Minister for Digital Transformation in attendance. This meeting, chaired by Canada, discussed the following four topics, and based on the discussions, the Ministerial Declaration was adopted.
- Artificial Intelligence for Growth
- Quantum Technologies
- Resilient and Competitive Digital Economy
- Supply Chain Security
At the G7 Ministerial Meeting, the importance of creating an environment that enables the widespread adoption of safe, responsible, and trustworthy artificial intelligence (AI) was confirmed. It was also clarified that AI is enabled by Data Free Flow with Trust (DFFT). Furthermore, it was confirmed that the advancement of DFFT through the promotion of privacy enhancing technologies (PETs) will lead to the development of a resilient and competitive digital economy.
State Minister Imaeda welcomed the shared recognition that DFFT, which ensures the availability of a large amount of reliable data and the trustworthiness of data processing, is important for the development and deployment of AI. He also stated his expectation that regulatory certainty about PETs, which are one of the key tools for ensuring trust in DFFT, will be improved through accumulation of use cases to promote the PETs adoption in small and medium-sized enterprises. Furthermore, he stated that it is important to promote data-driven industries, bearing in mind striking a right balance of innovation and regulation, and that DFFT should be the foundation for this.

Bilateral Meetings
On December 8 and 9, State Minister Imaeda held bilateral meetings with various ministers and officials from other countries and international organisations who are participating in the G7 Industry, Digital, and Technology Ministerial Meeting.
1. European Union (EU)
State Minister Imaeda had a meeting with Executive Vice-President of the European Commission Virkkunen and exchanged views on the cooperation in the Japan-EU Digital Partnership and the importance of DFFT.

2. United Kingdom
State Minister Imaeda had a meeting with Minister of State (Minister for Digital Government and Data) Rt. Hon Ian Murray and exchanged opinions on collaboration between Japan and the UK, and the importance of the DFFT.

3. Italy
State Minister Imaeda had a meeting with Deputy Minister at the Ministry of Enterprise and Made in Italy Valentini and exchanged opinions on the importance of DFFT.

4. Organisation for Economic Co-operation and Development (OECD)
State Minister Imaeda had a meeting with Director for Science, Technology and Innovation of OECD Jerry Sheehan and exchanged opinions on the promotion of DFFT in the OECD.
