Memorandum of Cooperation between the Federal Public Service for Policy and Support (BOSA) of the Kingdom of Belgium

On May 4, during a bilateral meeting in Brussels, Belgium, Minister for Digital Transformation Matsumoto and Mr. Vincent Van Peteghem, Deputy Prime Minister and Minister of Budget, in charge of Administrative Simplification , signed and exchanged a Memorandum of Cooperation (MoC) in the digital field between the Digital Agency of Japan and the Federal Public Service Policy and Support (BOSA) of Belgium.

1. Meeting Overview

Minister Matsumoto and Deputy Prime Minister Van Peteghem exchanged views on the mutual initiatives in the digital field and explored the future direction of bilateral cooperation.

2. Details of MoC

Main areas of cooperation

The main areas of cooperation will include, but will not be limited to the following:

  • 1. Cooperation and sharing of best practices in the areas of ICT&DX policy, technology and research with special emphasis on:
    • eID & eWallet
    • Cross-border interoperability
    • Confidentiality and data, including cooperation with a view to operationalize the concept of the Data Free Flow with Trust (DFFT)
    • Governmental Cloud
    • Implementation of artificial intelligence in the public sector
    • Digital administrative reform
    • Digital procurement reform
    • New technologies: IoT and robotics
  • 2. Cooperation in the area of e-Governance and e-Public Services Delivery through sharing of best practices, participation in conferences, study visits and exchange of experts.
  • 3. Exploring the feasibility of establishment of Japan-Belgium Information Technology Cooperation through such bilateral initiatives as business exchanges, joint studies, sharing knowledge; and
  • 4. Cooperation where possible in any area of topics that are part of the Japan-EU Digital Partnership.

Duration

  • Cooperation under this MoC will commence on the date of its signature by the designated representatives of the Participants and will continue for a period of three years and thereafter this MoC will automatically be renewed for successive one-year periods, unless either Participant gives six months’ prior written notice to the other Participant of its intention not to renew this MoC.
