Signing of the Memorandum of Cooperation between Japan and Georgia in the Digital Field

On September 3, Parliamentary Vice-Minister Kawasaki visited Georgia and held a meeting with Ms. Tamar Ioseliani, Deputy Minister of Economy and Sustainable Development. During the meeting, they exchanged views on digital initiatives and potential areas for future cooperation.
Building on discussions held since his visit to Georgia in December 2025 to further develop cooperation with Georgia’s Ministry of Economy and Sustainable Development, Parliamentary Vice-Minister Kawasaki and Deputy Minister Ioseliani signed a Memorandum of Cooperation (MoC) in the digital field.

Main areas of Cooperation

  • 1. Cooperation towards the operationalisation of the concept of Data Free Flow with Trust (DFFT)
  • 2. Sharing best practices in e-Government, digital public services, and emerging technologies including Artificial Intelligence (AI)
  • 3. Sharing insights on Digital Twin Technology for Quasi-Public Sector Digital Transformations
  • 4. Digital study visit
  • 5. Any other forms of cooperation as decided upon by the Participants

Duration of Cooperation

The cooperation under this MoC will commence on the date of its signing, and will continue for a period of three (3) years. Thereafter, it will automatically be renewed for successive one (1) year periods, unless either Participant gives six (6) months’ prior written notice to the other Participant of its intention not to renew this MoC.
