Mr. Taira, Minister for Digital Transformation, visited the Ideathon of AI and Uwajima City in Ehime prefecture on January 9, 2025.
This AI Ideathon was positioned as the second round following the AI Ideathon and Hackathon held in cooperation with the Tokyo Metropolitan Government in November 2024. A AI Ideathon was held in Uwajima City under the title "Public-Private Partnership AI Ideathon to Create a Local Government Business Flow in 2030" to discuss how to use generated AI that will be useful for future local government business.
In addition, in Uwajima City, we are focusing on promoting digital transformation, such as the establishment of the "Tenpo City Hall," a platform that consolidates administrative procedures that can be completed online, and the implementation of support for watching over the elderly and remote medical care.
AI Ideathon inspection
Discussions were held on "utilization of AI contributing to EBPM" and "utilization of AI in counter services" from the viewpoint of three parties: the national government, local governments, and core vendors of local governments.

Workshop
In the workshop on AI Ideathon, the current framework of administrative work was clarified regarding the utilization of generated AI that contributes to EBPM, and whether or not AI can be substituted and why it cannot be substituted were discussed.
With regard to the utilization of AI in window operations, discussions were held on how AI can be used to solve problems in order to alleviate citizens' concerns that the necessary procedures are wide-ranging and the systems are difficult to understand, as well as to reduce the burden on employees who examine and consult with citizens.
In addition, Minister Taira commented on the expectations and challenges for the realization of the idea of utilizing AI, which is indispensable for maintaining and improving administrative services amid the deepening shortage of staff due to the declining population, which came out in the AI Ideathon after the workshop.

Visit to Uwajima City
Inspection of aquaculture management DX (technology to confirm the number of fish using AI, etc.)
Fishery business operators in Uwajima City are working on DX for aquaculture management, which aims to stabilize management by using the technology to count the number of farmed fish in a living fish tank using ultrasonic waves, setting appropriate feeding and dosage, and monitoring stocks.
