Message from the Chairman

  • This Inter-Ministerial Meeting is held on a regular basis in order to smoothly advance efforts to unify and standardize local governments' mission-critical systems. It was the first meeting since June of this year, when the "Comprehensive Measures for Operation Costs after the Transition to Standardization and Deregulation" was explained.
  • The national government, local governments, and business operators have been working together on these standardization efforts toward the transition deadline at the end of this fiscal year (FY 2025) in principle, and progress is being made so that a certain number of systems can be transferred within this fiscal year. We would like to once again express our gratitude to the ministries and agencies responsible for each system for their efforts so far.
  • Today's agenda includes "Formulation of Standardization Standards" and "Revision of Standard Specifications in Response to System Revision, etc."
  • Regarding the "Formulation of Standardization Standards," I would like to express my gratitude to the Ministries and Agencies with jurisdiction over the system for working diligently on the formulation of Ministerial Ordinances and Public Notices despite the lack of time. Today, I would like to share the future schedule and the status of the formulation by each Ministry and Agency. I would like to ask for your continued cooperation in this matter.
  • In addition, we have requested the cooperation of the ministries and agencies in charge of the systems regarding the "Revision of Standard Specifications in Response to Institutional Revisions, etc." We once again strongly request that the "Rules for Revision of Standard Specifications in Response to Institutional Revisions, etc." set forth in the Basic Guidelines for Standardization be thoroughly enforced, and that financial measures be taken appropriately when modifications to local government systems are required in response to institutional revisions, etc. after the transition to standard compliance system.
  • In addition, many local government systems will be transferred to standard compliance system during the year-end and New Year holidays, so I will also share the points to be noted at the time of transfer. In addition, I would like to ask all the ministries and agencies responsible for the system to continue their efforts to smoothly advance the transfer work of local governments, such as answering questions from local governments on the standardized PMO tool.
  • As described above, today's agenda covers a wide range of topics. We believe that the cooperation of the ministries and agencies responsible for each system is indispensable, and we ask for their continued cooperation in advancing standardization efforts.

Agenda

  1. Establishment of standardization standards
Digital Agency provided the following explanation in line with Attachment 1.
    • Under the Standardization Act, standardization standards (ministerial ordinances) shall be formulated as standards to which local government information systems related to the processing of affairs subject to standardization should conform.
    • Until now, we have formulated and revised the standard specifications that define the contents to be included in the standardization standards, and we plan to establish the standardization standards based on the standard specifications by the end of this fiscal year.
    • The date of enforcement of the standardization standards (ministerial ordinances and notifications) is scheduled to be April 1, 2026, based on the fact that the target for transition to standard compliance system as a rule is the end of fiscal 2025 under the Basic Policies for Standardization.
    • The ministries and agencies have been working on the ministerial ordinances and notifications based on the development policies presented by Digital Agency to them in October. Although the schedule differs from ministry to ministry, I would like to ask for the continued cooperation of the divisions in charge and the laws and regulations division in charge so that they can proceed roughly according to the presented schedule.
  2. Revision of Standard Specifications in Response to System Revision
Digital Agency provided the following explanation in line with Attachment 2.
    • The Basic Guidelines for the Standardization of Information Systems for Local Governments (approved by the Cabinet on December 24, 2024) state, "When it is necessary to modify a standard compliance system for institutional revision or emergency response to sudden administrative demands, the national government will formulate or change the standardization standards in time for the enforcement of the laws and regulations or the start of emergency response services. This will reduce the burden on local governments to respond individually, minimize the scope of the modification, and enable prompt modification."
    • In light of the fact that many systems will be transferred to local governments by the end of FY 2025, it is essential in order to realize the expected effects of the standardization of standard compliance system information systems that the standardization standards, which are currently being formulated based on the contents of the standard specifications, be appropriately changed in response to institutional revisions in FY 2026 and beyond.
    • Therefore, we would like you to check the "Revision and Operation of Standard Specifications (Basic Concept)" again and comply with the revision rules. In the case of institutional revisions that may affect other regulatory agencies, such as the revision of tax system, the child and child-rearing cash handouts systems, and the revision of the Civil Law (joint custody), we would like you to communicate with the relevant regulatory agencies and adjust the specifications in addition to communicating with Digital Agency and Ministry of Internal Affairs and Communications.
    • With regard to the status and schedule of revisions to standard specifications in FY 2025, revisions were made in August and January compared to FY 2024, except for unavoidable circumstances, in light of the establishment of rules for revising standard specifications in the revision of the Basic Policy for Standardization of Local Government Information Systems in December 2024.
    • In addition, in 2025, there was a proposal from a local government saying, "When it is necessary to make a system modification without changing the contents of the standard specifications, the local government needs to coordinate with the vendor about the responsibility demarcation point for the system modification one by one. Because of the heavy administrative burden, it is requested that all system modifications that will be affected by institutional changes made by each ministry and agency in the future be regarded as changes to the standard specifications. In addition, it is considered that similar hindrance cases can be prevented from occurring in the future by Digital Agency guiding each ministry and agency to comply with the basic policies."
    • In response to this, even if there is no change in the description of the standard specifications due to institutional revision, etc., if there is a change in various provisions that are the premise of the functional requirements and the standard compliance system needs to be renovated, it is requested that necessary measures be taken, such as reviewing the compliance base date for functional requirements and issuing a notice indicating the relationship between institutional revision, etc. and the standard specifications, while also taking into account the revision rules of the Basic Policies for Standardization.
    • The Government of Japan also requests the Government of the United States, as has been the case in the past, to consider the necessity of national expenditure or local finance measures and take appropriate measures, if it is necessary to renovate the standard compliance system in accordance with institutional revision, etc. after the transition to the standard compliance system.
  3. Other:
The following notification was received from Digital Agency, and each ministry and agency then explained the status of efforts.
    • Since the shift to standard compliance system is expected to reach its peak during the year-end and New Year holidays, MLIT has issued notices to local governments concerning the smooth and safe shift to standard compliance system as much as possible according to the actual situation of each organization.
    • We would like to request that the standardization PMO tool continue to respond to issues from local governments, etc.
