11th meeting of the Digital Agency Compliance Committee
Digital Agency will be the control tower for the formation of a digital society aimed at the sustainable and sound development of Japan's economy and the realization of the people's happy lives. The people's expectations of Digital Agency are very high, and Digital Agency bears an extremely heavy responsibility.
At today's meeting, there was a lively discussion and exchange of opinions on topics such as "Policies related to' side jobs' and' teleworking' in Digital Agency," "Report on the Results of the Survey on Ensuring Compliance," and "Status of Whistleblowing, etc. in FY 2025."
The results of today's discussions will be fully reflected in the formulation of various norms and rules in Digital Agency.

After the Secretariat's explanation of each item on the agenda, each member commented as follows.
Measures related to "side jobs" and "teleworking" in Digital Agency
- If only the attendance stamping is managed by the staff, there is a possibility of fraud using the function which is automatically operated by PC, and the management may become insufficient.
- In IT-related private companies, there are cases where supervisors check the screens of employees' terminals from the viewpoint of preventing defects in deliverables. From the viewpoint of "education", it is necessary to manage work content. It is important how to convey whether employees regard it as "monitoring" or "education". If both parties (supervisors and subordinates) communicate appropriately, subordinate staff may be satisfied.
- It is necessary to check "whether employees are performing their duties", but the primary duty of work management is to manage "how employees are performing their duties" and to evaluate their working hours and performance. It is necessary to examine the management policy taking into consideration whether the performance is improving in accordance with the business plan.
- In the future, it would be better to consider attendance management by AI. There are concerns about privacy, but instead of asking "where to work", there may be a way to "monitor the content of work", analyze the content through AI, and connect it to staff support and attendance management.
- If you organize the basic philosophy (way of thinking) of when teleworking can be done, it will be easier for supervisors to manage attendance. The management of teleworking is mainly a matter of the management responsibility of supervisors, and the management ability of supervisors is also questioned. If supervisors themselves do not grasp the whole picture of the work content, it will be a very formalistic management, so supervisors should be aware that "their management performance will be questioned."
- However, in the case of Digital Agency, we recognize that the management of part-time workers is more important than the management of teleworking.
Report on the Results of the Survey on
- Digital Agency collects human resources with skills and experience from outside. It is assumed that staff members who prepare written specifications, etc. will consult with such human resources. It is not good to proceed with the preparation of written specifications, etc. without any consultation when there are human resources with know-how. Rules and operation should be examined based on such circumstances.
- With regard to restricted folders, the idea is to review the presence or absence of influence peddling after ensuring transparency and controlling problematic exchanges. It is necessary to pay attention not only to the prevention of information leakage, but also to the viewpoint of whether the necessary information is sufficiently shared while ensuring transparency.
- Regarding the use of state-of-the-art technologies and patents of companies where employees hold concurrent positions, perhaps it should be considered to make the process of creating specifications transparent, including the use of AI to replace specifications with technology.
- It is necessary to continue to study how to ensure the transparency of cases in which organizations where employees have additional posts participate in Digital Agency procurement.
Status of Whistleblowing, etc. in Fiscal 2025
(The Secretariat explained that in FY 2025 there were no external reports and 10 internal reports, one of which was withdrawn.)
