Summary of the proceedings
After the Secretariat explained each item on the agenda, members expressed their opinions as follows.
The opinions of compliance committee members and points to be improved at each meeting will continue to be examined at the Digital Agency.
Consideration of rules for bidding participation in relation to persons engaged in multiple occupations, etc.
- When developing bidding participation rules pertaining to persons concurrently engaged in business, etc., it is important to classify and examine "conflicts of interest," "acts of conflicts of interest," and "management of conflicts of interest." It is desirable to share the idea that the existence of conflicts of interest itself should not be regarded as a problem, but that appropriate management should be conducted for the prevention of conflicts of interest after having business operators report on such relationships.
- In order for employees to make practical decisions on the scope of conflicts of interest and conflicts of interest acts, it is possible to consider a mechanism in which the target of reporting and specific acts are understood based on objective and formal criteria as much as possible, and after reporting, decisions are made based on individual circumstances.
- On the other hand, since there are various types of conflicts of interest, it is difficult to clearly define them. Therefore, there may be no choice but to make judgments on a case-by-case basis. As cases accumulate, the operation may become clearer.
- It is important to strike a balance between making full use of the specialized knowledge and experience of external human resources and preventing conflicts of interest from arising. It is also necessary to consider not to excessively restrict the collection of necessary information.
Status of Whistleblowing, etc. in the First Half of FY 2026
- It is important to respond with a view to improving rules and operations as an opportunity for notification.
- Social perceptions and standards change. For example, in the case of harassment, it is important to consider the reactions of the other party and to take preventive measures with an eye on future changes.
- Since it is difficult to make a judgment on some reported cases, we would like the Compliance Promotion Office to accumulate experience in consultation, investigation and certification as an organization.
Report on Efforts by the Compliance Promotion Office
- We understand the status of efforts by the Compliance Promotion Office. We would like the Office to continue its efforts, including the improvement of administrative efficiency.
