Digital Agency has established the following system to appropriately handle whistleblowing based on the Whistleblower Protection Act (Act No. 122 of 2004).

Requirements for recognition as a notification
- The reporter is an "Digital Agency employee" or a "worker at a contracting party with Digital Agency."

3. Procedures for Reporting from Outside Workers at Digital Agency
Requirements for Recognition as Whistleblowing
- The person who makes the report is a worker (a person who is employed by a business or office and is paid wages, regardless of the type of occupation).
- The report is not for "illegal purposes" (such as the purpose of obtaining illegal profits or the purpose of causing damage to others).
- It is a report "to the effect that a reportable fact (an act in violation of the laws and regulations Convention (criminal act, etc.) concerning the lives, etc. of citizens) has occurred or is about to occur."
- The report is to an "Administrative Organ with the authority to impose dispositions or recommendations, etc. on the Reportable Fact";
