Q7-1 What are the specific benefits of introducing My Number System?

There are mainly 3 advantages of My Number.
- It is to streamline the administration so that people and financial resources can be directed to the service of the people.
- This is to improve the convenience of citizens by reducing the number of attached documents for administrative procedures related to social security system, tax system, etc., and by providing a notification service through Mynaportal.
- It is to design a detailed social security system and realize a fair and just society by grasping the income more accurately than before.
With the start of full-scale operation of information coordination in November 2017, it has become possible to omit documents that needed to be submitted for the relevant administrative procedures. We have also started providing services for Mynaportal.
In addition, My Number Card (Individual Number Card) and Mynaportal can be used without the My Number itself, and are expected to be used to their fullest extent as an important foundation of the digital society, including in the private sector. Various examples of their use have already been created (updated June 2023).
Q7-2 You say that My Number Card is a convenient card, but what can it be used for?

Like the Basic Resident Registration Card, the My Number Card is a card with a face photo issued by a public institution. The card alone can be used for identity verification and can also be used as an identification card. In addition, the IC chips installed in the card are equipped as standard with the electronic certificate, which can be used for online application of taxes such as e-Tax. These can be used immediately after obtaining the card, and the use of private services is spreading as a means of identity verification when providing online services using the electronic certificate.
In addition, you can use it for services designated by local governments, such as library cards and seal registration certificates. The number of local governments that allow you to receive certificates such as a copy of your residence certificate at convenience stores is increasing. Q7-3 Why is My Number Card available for private use without legal revision?

There are two ways to make effective use of My Number Card. One is to use electronic certificate, which is a standard part of IC chips, and the other is to use an app in the free space of IC chips. However, since neither of these methods uses My Number itself, there is no need to revise the law. On the other hand, if My Number is used in the private sector, legal revision is required.

Q7-4 What are the prospects for expanding the scope of use of My Number and what are the necessary procedures?

The scope of use of My Number itself is determined by laws and regulations or ordinance, a local public entity. The the Act to Partially Amend the My Number Act, which was established in June 2023, will promote the use of My Number for administrative affairs other than the three areas of social security system, tax system, and disaster response.
On the other hand, since it is possible to use My Number Card and Mynaportal without using the My Number itself, and no legal amendments are required, we would like to implement them sequentially as possible. The future schedule, including expanding the scope of use of the My Number and expanding the use of My Number Card and Mynaportal, has been announced by , Priority Plan, for the realization of the digital society.

Q7-5 Will the numbering of deposit accounts be mandatory in the future?

Prior to deposit and savings accounts, in the case of securities accounts such as specified accounts, the obligation to notify the holder of the My Number was imposed, but based on the fact that numbering has not progressed, we are not currently considering making it mandatory for the depositor himself.
The "Act on Request for Use of Individual Numbers for Deposits and Savings Accounts," which was enacted in May 2021 (effective within three years of enactment), aims to enhance the effectiveness of numbering by reducing the burden on depositors and expanding the benefits.
For example, we have established a system that allows one-stop to link My Number with existing accounts at other financial institutions, subject to the consent of the depositor. We are also working to develop a system that can accurately confirm the whereabouts of accounts in the event of inheritance or disasters.
