Control and management of national information systems

By formulating basic policies for the development and management of national information systems and working to standardize and unify them, administrative service reform from the user's perspective and operational system reform will be advanced in an integrated manner, while enabling efficient system development and information coordination, including with private-sector information systems.
Overview
Digital Agency formulates basic policies for the development and management of information systems for the national government, local governments, quasi-public sector, etc. In particular, national information systems will be re-classified into (I) Digital Agency System, (ii) Digital Agency / Government Office and Ministry Joint Project Type System, and (iii) Government Office and Ministry System. After re-classifying these systems, the Tokyo Metropolitan Government will supervise and manage projects related to these systems and ensure mutual cooperation by standardizing and unifying information systems while examining whether they are in accordance with the basic policies.
In addition, it was decided to establish a mechanism to record the budget collectively in Digital Agency, allocate it to each ministry, and execute it, so that strategic investment can be made in line with the policies of the entire government. In particular, (1) The Digital Agency system will be a common platform for each ministry, and Digital Agency will develop and operate it by itself.

Formulation of mid - and long-term plans by the Cabinet Office and each Ministry
Based on the "Priority Plan for the Realization of a Digital Society" (approved by the Cabinet on June 7, 2022), each government agency has formulated a medium - to long-term plan that embodies policies and investments for business process reengineering (BPR) and cost reduction related to individual information systems to form a digital society.

Formulation of medium - and long-term plans for information systems (Digital Agency Medium - and Long-term
Based on the "Priority Plan for the Realization of a Digital Society" (approved by the Cabinet on June 7, 2022), the "Medium - to Long-Term Plan for Information Systems" (Digital Agency Medium - to Long-Term Plan) was formulated to summarize in particular initiatives related to information systems among the specific initiatives for the realization of a digital society in Digital Agency.

Development of the Digital Agency System and a system for joint projects between Digital Agency and government ministries and agencies, etc.
Digital Agency develops and operates its own Digital Agency system, which is used by all government ministries and agencies. Digital Agency is also working with government ministries and agencies to develop a joint project-type system for Hong Kong and government ministries and agencies. We are working to integrate the LAN environments of government ministries and agencies, which have been developed separately, to renovate the structure of information systems, which have particularly large operating costs, and to move individual information systems to the cloud and improve UI/UX.
Conduct reviews of government-wide projects
③ Reviews government-wide projects, including each ministry's system, in cooperation with each ministry from the viewpoint of whether they are in line with government policies, etc., and actively promotes the use of private sector personnel in order to improve future project management.
MIERUKA (visualization) of costs and cost effectiveness of each ministry's information system
Based on the "Priority Plan for the Realization of a Digital Society" (decided by the Cabinet on June 21, 2024), we will promote efforts to "visualize" information systems expenses and cost effectiveness in order for people to feel the improvement of convenience through digitalization and its results.
