Today (August 7, 2026), Digital Agency, in collaboration with National Police Agency, Financial Services Agency, Consumer Affairs Agency, Ministry of Internal Affairs and Communications, Ministry of Justice, and Ministry of Economy, Trade and Industry, has issued a written request to large-scale businesses providing social media, etc., to strengthen measures against fraudulent identity advertisements on social media, etc.
Outline
On social networking services and other social media platforms, fraudulent advertisements, including spoofing advertisements that use deepfakes to use the portraits and voices of celebrities without permission (hereinafter referred to as "spoofing fraudulent advertisements"), are widely distributed, and the damage from investment fraud, etc., triggered by these advertisements is increasing.
There is a risk that these impersonators will not only cause financial damage to consumers / users who have viewed the advertisement, but also significantly undermine the social trust of those who have been impersonated. This situation cannot be overlooked from the perspective of protecting consumers / users, etc., and the relevant ministries and agencies are currently considering countermeasures.
In light of the above circumstances, in order to prevent damage to consumers and users, in order to further strengthen voluntary initiatives against identity theft scam advertisements by platform operators, we have jointly filed a written request to Google LLC, LINE Yahoo Japan Corporation, Meta Platforms, Inc., TikTok Japan, and X Corp. in National Police Agency, Financial Services Agency, Consumer Affairs Agency, Digital Agency, Ministry of Internal Affairs and Communications, Ministry of Justice, and Ministry of Economy, Trade and Industry.
