Leakage of Personal Information of Employees

In the operation of the National Qualifications Information Collaboration and Utilization System (hereinafter referred to as the "System"), personal information (names, etc.) of employees of each qualifications management organization was leaked. We deeply apologize for the inconvenience caused to related parties.

1. Overview

On Monday, July 6, 2026, we received notification from Digital Agency that the log-in history file in the system sent to other ministries and agencies contained personal data (names, user IDs, department codes, etc.) of people other than those concerned. We confirmed the occurrence of the incident.
The file contained the personal information of 150 employees of each qualifications management body who had a login history in the system.

2. Cause of the leakage

When providing the relevant file, the "login history" should have been created from multiple data extracted from the system for only the users in the relevant sections of the sending ministries and agencies. However, a work error occurred due to an ambiguous description in the operation procedure manual, and the relevant file was created in a state in which users of other qualification management organizations were included.

3. Secondary damage

The file in question has not been transferred to a third party and has been deleted. At this time, no secondary damage resulting from this incident has been confirmed.

4. Measures to prevent recurrence

Digital Agency takes this situation seriously and will work to prevent recurrence by strengthening the checking system and inspecting the work procedure manual so that such a situation will not occur in the future.
