2. Purpose, Purpose and Background of the Solicitation of Opinions
In accordance with the Act for Partial Amendment of the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures (Act No. 48 of 2023), the Act on the Use of Numbers to Identify a Specific Individual in Administrative Procedures (Act No. 27 of 2013) was amended to add "furigana of the name" as an entry on Individual Number Cards. Based on this, in this draft Cabinet Order, it is planned to adjust the necessary provisions in order to add furigana of the former surnames, which are already listed on Individual Number Cards, to the entries on Individual Number Cards. Therefore, we would like to receive opinions from a wide range of citizens, and we will solicit opinions as follows.

- In addition to the submitted opinions, the name of the person submitting the opinion (in the case of a corporation or organization, only the name of the corporation or organization and the name of its representative, not the name of the individual submitting the opinion) may be made public. In the case of a corporation or organization, if the name of the corporation or organization and the name of its representative wish to remain anonymous, please state so (the name of the contact person will not be made public).
- Please note that we do not respond to individual opinions.
- Opinions submitted after the end of the period for submission of opinions and opinions other than those on the draft order, etc. subject to the public comment will not be treated as submitted opinions.
