Information disclosure

Based on the "Act on Access to Information Held by Administrative Organs" (Act No. 42 of 1999), anyone can request the disclosure of administrative documents held by Digital Agency. Administrative documents requested for disclosure are generally disclosed, except for non-disclosure information stipulated by law.

2. Hours of Operation for Disclosure Requests
From 9:30 to 17:00 (excluding holidays of administrative organs)

- *Visitors are required to register for admission by the previous day due to administrative reasons at the government office.

3. Acceptance of Disclosure Requests by Mail
Please send your request by mail to the address listed above. Requests by fax or e-mail are not accepted.
4. Disclosure Request Form and Example Entries
Request for Disclosure of Administrative Documents
It is used to request disclosure for the first time.
Application Form for Implementation Methods, etc. of Disclosure of Administrative Documents
It is used when the method of disclosure, etc. is proposed after the disclosure has been decided.

Request for Further Disclosure of Administrative Documents
It is used when you request the implementation of disclosure again after receiving the implementation of disclosure once.
Application for Reduction (Exemption) of Disclosure Implementation Fee
It is used when applying for a reduction or exemption of fees upon implementation of disclosure.
5. Payment of Disclosure Request Fees
The disclosure request fee is 300 yen per administrative document pertaining to the disclosure request.
Disclosure request fees will be collected using revenue stamps only. Regardless of whether a Disclosure Request is sent by mail or submitted directly to the responsible office, please be sure to affix revenue stamps worth 300 yen per request.
6. Search for administrative document file management books
You can search for Digital Agency's administrative document file management book from the administrative document file management book of each national administrative agency. Please use it to specify the administrative document you are requesting.

8. Procedures after making a disclosure request
When a disclosure request is received, the decision on disclosure or non-disclosure is made within 30 days in principle, and the requester is notified in writing.
If a decision to disclose has been made, administrative documents may be disclosed by submitting to the Digital Agency Information Disclosure Window an application form for methods, etc. of disclosure of administrative documents with the prescribed fee affixed with revenue stamps.
If there is a decision of non-disclosure, you can make a request for examination to the Prime Minister under the provisions of Administrative Complaint Review Act.
9. Payment of Disclosure Processing Fees
In addition to the Disclosure Request Fee, a Disclosure Implementation Fee is required for the implementation of disclosure (List of Disclosure Implementation Fees). However, for each administrative document to be disclosed, no fee will be charged until the total Disclosure Implementation Fee reaches 300 yen, and if the total exceeds 300 yen, the amount will be the total Disclosure Implementation Fee minus 300 yen.
The Disclosure Implementation Fee is collected by revenue stamp only. Whether you mail the Application for Disclosure Implementation Method, etc., or submit it directly to the department, you must attach a revenue stamp equivalent to the prescribed fee.
For the amount of the Disclosure Implementation Fee, please refer to Appended Table 1 (PDF / 103 kb) of the Order for Enforcement of the Act on Access to Information Held by Administrative Organs (Cabinet Order No. 41 of 2000).
10. Inspection of Reports for Gifts, etc., Submitted by Digital Agency Employees
In accordance with the provisions of Article 9, Paragraph (2), etc. of the national government officer Ethics Act, it is possible to view a copy of a Report for Gifts, etc. submitted by a Digital Agency employee if the value of one such Report exceeds 20000 yen. Details regarding viewing are as follows.
Request and method of access
A person accessing the Report shall request access to the Report by entering his or her (I) name, (ii) address, (iii) telephone number, (iv) e-mail address, and (v) period for which he or she wishes to access the Report, in the e-mail address below.
A Visitor shall receive a Report for Gifts, etc. (PDF file) to be sent from a person in charge of Digital Agency to the Visitor's e-mail address, shall view the same, and shall promptly delete the same after viewing the same.
Points of Attention Regarding Procedures for Viewing via the Internet
- Viewing procedures using the Internet shall be based on the premise that Employees, etc. have telephone numbers and e-mail addresses that can be contacted and can receive PDF files.
- If any deficiency is found in the content of the request for inspection, we will provide it for inspection after making an inquiry to the contact information stated in the e-mail.
In case that it is difficult to do so through procedures for viewing via the Internet, it is possible to view via the following procedures.

- The viewer shall enter his / her name, address, telephone number, and the target period of the gift report he / she wishes to view in the gift report viewer record book and view it.
- After viewing the Report for Gifts, etc., please return it to the person in charge.
- Precautions
- Reports on gifts, etc. may not be taken out of the library except for the place of viewing.
- Reports for gifts, etc. should be handled with care and should not be damaged, defaced, or modified.
- Please note that Director, who is in charge of clerical affairs such as personnel affairs, can stop or prohibit access to those who violate the above acts.
